US Census bureau:

Almost 3/4ths ( 72.9%) of the US population
lives in "Right To Carry" (Vermont, Alaska,
Arizona & 39 "Shall Issue") states,

The remaing 27.1% of Americans live in
"Right Restricted" (8 "May Issue") states

Wyoming has become "unrestricted", but for residents only - thus it is still listed as "shall issue".
