Abstract

Proposition B has the strictest requirements of all concealed firearm laws for 30 states.

The laws governing the possession and carrying of concealed firearms under permit for 30 states that issue permits were compared and analyzed for relative strictness in seven areas of concern: 1) Permit Basics such as fees, waiting periods and years of validity. 2) Background checks performed such as state or federal, with or without fingerprints. 3) Definition of what weapon could be carried under permit. 4) Form of the permit for uniformity statewide and accessibility of permit information to law enforcement personnel. 5) Training required by the state in order to qualify for a permit. 6) Qualifications required of applicant for a permit. 7) Prohibited places where permit holders can not carry their firearms.

Proposition B and the laws of these states were reviewed and cataloged according to their content and coverage in the above listed areas. Points were assigned based on the content of the laws and how fit into the "strictness point scale" for each category. The points were totaled and the states ranked for comparative strictness.

Proposition B ranked as follows:

When considering the aggregate total for all categories, Proposition B, if passed by Missouri voters, will be the highest rating on the comparative strictness scale of the 30 shall-issue laws in effect in the United States today.

Opponents to passage of Proposition B claim that its provisions will be "the fifth most lax law" in the nation. The evidence compiled and cataloged in this comparison demonstrates that these claims are not based on factual information.

Proposition B will be the most strict law governing the carrying of concealed firearms, if passed by Missouri voters.
