Discussion:

During the debate over Proposition B, opponents to the measure argued that the training requirements were inadequate and the number of hours stipulated insufficient. They ignored the requirement that the training be a minimum of 12 hours (third highest required of the 30 states that issue permits) and that the training would have to be approved by the same state agency responsible for police firearm safety training.

The research into this comparison indicated that training requirements for the 30 states varied from specific courses with specific designated subject matter to no firearm training requirement at all. Historically, whether or not any training was required under the applicable concealed firearm law for a particular state appears to have no perceivable impact on the safe handling of firearms by permit holders.

Studies have shown that citizens have fewer accidental shootings where an innocent person was misidentified as an aggressor when compared to police shootings. Additionally, while the number of states issuing permits to qualified adults has increased by fourteen states in the last seven years, the firearm accident rate has been steadily decreasing.

The appears to be no difference between firearm accident rates between states with concealed firearm laws that require training and those that do not require training. In fact, states with lower or no training appear to issue more permits and information from these states does not indicate a higher accident rate.

The general feeling conveyed by most agencies responsible for issuing permits is that those citizens who apply for permits take their safety seriously and seek out competent training whether or not it is required by state statute.

Conclusion:

Proposition B is rated as the second strictest for the Training Requirements when compared to the provisions included in the other 30 states with right-to-carry concealed firearm laws.
