CCW State Law Comparisons - Basics 1 (table of contents, next page)
Section One
Permit Basics
This section contains information of a general nature on the permit, as issued by the state. This section identifies: the issuing authority; the initial fee; the renewal fee; the waiting period; what the penalty for carriage of a firearm without a permit is; and the term of validity of the permit.
High permit fees are considered to be restrictive measures in the law. Some feel this is a necessary safeguard while others point out that high fees limit the availability of permits to low income citizens.
Long waiting periods are considered to be restrictive measures in the laws. Some feel the long wait is needed to thoroughly conduct background investigations. Others point out that most background checks can be performed in a matter of minutes not days.
Concerns that a permit holders qualified status may change prompts some to call for shorter times between renewal of permit. Short terms are considered restrictive.
States treat the unlicensed carry of concealed firearms differently. Some states treat carrying concealed firearms without a permit as minor violations with minimal penalties. Other states treat carrying concealed firearms without a permit as severe breaches of the public peace. States that treat unlicensed carry as serious violations are considered restrictive.
Some states allow non-residents to get state permits and/or recognize the validity of permits issued in other states. States that do not allow non-resident permits and/or reciprocity are considered restrictive.
