Section Four

The Permit Form

This section will look at the permit form; if the permit data is available to LEOs; and if the permit is for a specific firearm.

Points will be awarded as follows:

License Form:

The physical form of the carry permit varies from state to state. Some states only require a paper copy with the signature of the issuing authority with a duplicate copy maintained on file. Others allow the issuing authority to create a photo ID. The most thorough approach is to have a uniform photo ID that is standard throughout the state. States with uniform photo IDs are considered to have a stricter control on the issuance of permits.

Statewide Database:

How permit issuance is recorded, tracked and shared statewide varies from state to state. Some states only require for a paper copy to be retained by the issuing authority. Other states enter permit data into an automated statewide system that allows permit authenticity to be checked rather easily. Putting permit information into a statewide accessible LEO database is considered to be part of a strictly worded law.

NOTE: Opponents to Proposition B erroneously claim that police officers and other sheriffs "will not know who has a valid permit" to carry a concealed firearm. This claim underscores their general ignorance of existing Missouri law enforcement apparatus and how it works with Prop B.

Under Proposition B, any permit issued by any sheriff will be entered into the Missouri Uniform Law Enforcement System (MULES). This statewide database is available to all patrol officers and sheriffs giving them access to information on the validity of a permit. Additionally, any suspensions or revocations are also entered into the system allowing all LEOs up-to-date information on the status of permit holders.
